This known bug usually comes while working on improvement initiatives if you go from the homepage into the improvement initiative then go into the improvement project from there. If you try to go into the objectives and edit they won't save on submissions. If you go from the homepage directly into the improvement project you want to work on and edit it from there it saves the information on either submit or submit and continue.
